Can Expatriates register the land in their name?

Currently the Al Raha Gardens has been designated as an area for properties to be purchased on a freehold basis by UAE Nationals only. However, our Al Raha Beach development located just across the Sheikh Zayed Highway next to the Al Raha Beach Hotel will have property available for sale to Non UAE Nationals on a 99 year freehold basis
